Es la aplicación del Plan DN III E, en su fase de prevención. Mediante la coordinación permanente con las autoridades que integran el sistema nacional de protección civil, de los tres órdenes de gobierno.
Sin descuidar sus diversas tareas, el personal militar tiene como prioridad auxiliar a la población civil.
